Half the population of the European Union lives less than 50 km from the coast. Many sectors of the economy are active in these coastal zones: port operations, transport, fisheries, industry, energy and tourism. Jean-Luis Colson Christina Vartos - Tzannetakis Ann Devouche, European Commission Members Jean -- Luis explains the function of his unit at the European Commission Maritime Transport division where they deal with training and working conditions of seafarers which includes attending the IMO and drafting regulations for the European Union for negotiation with the EU Member States. Jean -- Luis's associate, Ann Devouche who has been with the unit for six years during which time her main function has been to participate in MLC 2006 negotiations and transposing the same into EU Legislation in order to ensure its efficient enforcement within the EU through Port State Control inspections. Christina Vartos- Tzannetakis, another team member explains that the EU has developed comprehensive legislation that can decide whether or not international standards are applied within the EU Member States. Thus the same application of standards are ensured throughout the EU. In particular Christina makes reference to the upcoming amendments to the STCW 1978 Convention through a diplomatic conference in Manila during June of 2010. Dimitrios Theologitis Head of Unit "Maritime Transport and Ports Policy; Maritime Security" Maritime Transport, Galileo and Intelligent Transport Directorate Directorate General for Energy and Transport European Commission An extremely interesting insight provided by Mr. Theologitis relating to the European Maritime Transport Space without Barriers initiative, commonly known as Blue Belt which is a regional plan for ships trading between European Union member states. Under Blue Belt, vessels sailing between two European Union Ports and carrying European Union cargoes certain facilitations will be applied to ease the process of the vessels entering and leaving ports. This will be coupled with a Blue Lane concept whereby vessels will go into an area where customs and other normal checks will be dispensed with other than spot checks which is a standard practice everywhere. In conjunction with the European Maritime Safety Agency (EMSA) a pilot project will be carried out during 2011 with full facilitation during 2015 to allow time for uniform standards and systems to be put in place in order for this to be achieved. One aspect on board related to this will be the provision of broadband communications in order to transmit and receive the data exchanges that will be needed to enable this to work. Georg Stage (Tall Ship) Visits The Dublin Maritime Festival
GEORG STAGE The full-rigged training ship "Georg Stage" is owned and run by The Georg Stage Memorial Foundation ("Georg Stages Minde") - established in 1882 by Mr. Carl Frederik Stage, a Danish shipowner, and his wife Thea. They donated a fully equipped training ship, and later bequeathed a sum of money to support the running of the ship, which was named after their only son, Georg Stage, who died at the age of 22 years. The aim of the foundation is ". . . to give young people wishing to go to sea, their first lesson in practical seamanship aboard a purpose-built training ship", in other words an entry-level course in seamanship for professional seamen.

Towards a reform of the Common Fisheries Policy (long version) On April 22nd 2009, the European Commission will adopt its Green Paper for a reform of the Common Fisheries Policy. The fisheries of the European Union are indeed suffering from overexploitation of living aquatic resources, notably caused by the chronic overcapacity of the Community fishing fleet. This imbalance is the root of most of the problems in the sector: reduced catches, competition from imports, decreasing prices, economic vulnerability, lack of respect for regulations, etc. The European Commission is launching a broad consultation within the sector to find a solution to this crisis.
